Annual Winter Moratorium on Utility Disconnections Ends April 15

posted April 14, 2025

The annual winter moratorium on utility disconnections in Wisconsin ends April 15, 2025, after which customers behind on their bills may face disconnection. The PSC and DOA urge those with outstanding electric or natural gas bills to make payment arrangements or apply for financial assistance before the deadline.

For those looking for assistance in paying heat and electric costs, Wisconsin Home Energy Assistance Program (WHEAP) helps eligible households with costs during heating season (October 1 – May 15). The WHEAP application process depends on your county of residence — Green Lake County residents can now apply for WHEAP through ADVOCAP either by phone, mail, or email.

Fond du Lac and Winnebago County residents can continue to apply through Energy Services, online or by phone.

Learn more about the process for your county and access the application on our website here.
