Home Energy Conservation
Making Homes Efficient, Safe, and Affordable
ADVOCAP’s Home Energy Conservation Program is dedicated to helping low-income families create energy-efficient, comfortable, and healthy homes. We aim to reduce energy bills, enhance living comfort, and improve household safety. Through partnerships with state and local organizations, including Wisconsin’s Home Energy Assistance Program (WHEAP), we ensure that everyone, regardless of income, has access to essential home energy conservation options. By providing a variety of conservation services, we make it possible for families to enjoy homes that are both safe and affordable to maintain.
ELIGIBILITY: Home Energy Conservation Services are available to residents of Fond du Lac, Green Lake, and Winnebago Counties. To participate, households need to submit an application and confirm their income eligibility with their local Wisconsin Home Energy Assistance Program (WHEAP) provider.
Weatherization Assistance Program
Keeping Homes Warm, Safe, and Affordable
Weatherization is the process of making a home more energy-efficient, healthier, and comfortable by reducing energy waste and minimizing the impact of outdoor temperatures. Through the Weatherization Assistance Program, low-income families, including seniors, individuals with disabilities, and households with children, can receive energy-saving upgrades at no cost.
These improvements may include adding attic, wall, or floor insulation, sealing cracks and holes to prevent air leaks, and upgrading outdated appliances or systems to more efficient models. By enhancing energy efficiency, weatherization helps lower energy bills and promotes safer, healthier living environments.

STEP 1: Apply for Wisconsin Home Energy Assistance Program (WHEAP)
- Because we partner with WHEAP to provide services, your first step is applying through them, so they can confirm your eligibility. You can complete the WHEAP application online or by phone.

STEP 2: Schedule Your Energy Audit
- After your WHEAP application is approved, it’s time to reach out to ADVOCAP to schedule a home Energy Audit.
- Our Weatherization staff will visit your home to evaluate its energy efficiency and safety. We’ll check things like insulation, air sealing, furnace efficiency, and water heater function.
STEP 3: Schedule Your Services
- Once the energy audit is complete, our team will send you a detailed work order outlining the recommended improvements. After you review it, we’ll work with you to schedule the services and get started on making your home more energy efficient and safe.
HE+ Program Services
Efficient Heating and Water Solutions for a Cost-Effective Home
The Home Energy Plus (HE+) Program offers a range of services to help people manage their energy needs, especially during the colder months. HE+ energy-saving improvements to keep homes warm, reduce energy bills, and improve safety. The HE+ Program includes HVAC Program Services and Water Conservation Program Services
HE+ Furnace Program
The HE+ Furnace Program is a year-round program that provides assistance to eligible low-income Wisconsin households when their primary heating system no longer provides heat, is inoperable or becomes unsafe. This program is available to homeowners at no cost.
HE+ Water Conservation Program
The HE+ Water Conservation Program is a year-round program that provides assistance to eligible low-income Wisconsin households with the repair or replacement of leaky or non-working water heaters, leaky fixtures, toilets and/or piping. This program is available to homeowners at no cost.

More About the Wisconsin Home Energy Assistance Program
Wisconsin Home Energy Assistance Program (WHEAP) assists eligible households with their heating and electric bills. It is funded by the Low Income Home Energy Assistance Program (LIHEAP) and the Public Benefits (PB) program.WHEAP benefits are not guaranteed to eligible households. When funds have been exhausted for a program year, there are no benefits issued to households regardless of eligibility.
