At ADVOCAP, we are committed to ensuring that everyone in our community has access to safe, stable housing. Homelessness strips individuals and families of their sense of security and creates a cycle of hardships that can be difficult to escape. Our homelessness prevention programs provide support to those experiencing homelessness or fleeing from domestic abuse, helping people regain stability and rebuild their lives.

ADVOCAP uses the Housing First approach when providing homeless prevention services. We believe that people need necessities like food and a roof over their head before they can address anything else like obtaining employment or engaging in treatment for substance use.

The Housing First approach is important because it prioritizes human dignity, stability, and health, while also offering a cost-effective solution to homelessness that benefits individuals, communities, and society as a whole. ADVOCAP also follows the coordinated entry process, No Wrong Door, to help those affected by homelessness or fleeing domestic abuse to get connected to the resources in our community.

ELIGIBILITY: Persons must be homeless, at imminent risk of homelessness (court ordered eviction, having to leave a motel, etc.), or fleeing/attempting to flee domestic violence. 

1. Contact a Homeless Prevention Specialist:
  • Contact one of ADVOCAP's offices, we are located in Fond du Lac, Oshkosh, Neenah, and Berlin.
  • The St. Katharine Drexel Shelter in Fond du Lac and Day by Day Shelter in Oshkosh can also help.
2. Complete an Assessment:
  • When we speak with you, you will be asked to complete an assessment. This is a standard process that helps us understand your needs and prioritize assistance based on your situation.
  • Information collected will include, demographic and contact information, length of time you have been homeless, and any immediate risks or safety concerns.
3. Prioritization and Referral
  • Based on your assessment, you will be put on a priority list (not first come first serve) for different types of housing and support services. Those with the most urgent needs will receive priority for more intensive resources. This ensures that everyone gets the help they need in the most effective way.
  • Once prioritized, you will be referred to appropriate housing programs or services that fit your specific needs. Once housed, you will be responsible for 30% of your income to go toward rent.

Bridges Program

Providing temporary emergency financial assistance to those in Winnebago County.

Eligible households may receive direct financial assistance towards eviction/ first months’ rent assistance, utility assistance, clothing & furniture vouchers,  and employment related assistance such as bus passes, gas cards, car repairs, work boot and /or professional clothing vouchers. 

ELIGIBILITY: Eligibility is based on current funding and specific eligibility requirements determined by phone intake with case manager. Assistance is not guaranteed.

  • The Bridges Program applies to residents of Southern Winnebago County/Greater Oshkosh Area.
